What is a Professional Employer Organization (PEO)?
A Professional Employer Organization (known as a PEO and Global PEO) is an all-inclusive outsourcing firm that provides services to businesses, helping them to manage payroll-related taxes, HR duties, access to benefits, and other employer-related administrative functions. A PEO acts as the employer of a company's existing workforce, providing services that include payroll administration and tax filing, compliance support, employee onboarding, and training and development. Through co-employment, the PEO becomes the Employer of Record (EOR) for tax purposes, filing payroll taxes under its own entity. As the legal employer, the PEO is responsible for withholding taxes, paying unemployment insurance taxes, and providing workers' compensation coverage.
